  Shown second from left in the second row in the above photo, Dick Russell's law enforcement career began with the California Department of Justice as a Fingerprint Examiner & Records clerk.  He began his civilian police career with the Sacramento Sheriff's Department in 1971 where he held assignments as patrol officer, security officer, police helicopter pilot & observer, Academy Director and Reserve Forces Coordinator with (then) Sheriff Duane Lowe.  He also has been a reserve officer with Reno Police and Carson City Sheriff's Department in Nevada and Yolo Sheriff in California.  A member of ALEA since 1970, he has been a speaker in matters of training, aerial surveillance & observation and pilot raining and safety.  He was liaison to the California Governor's Office task force for Drug Interdiction and he has served as an instructor for various police agencies, including Civil Air Patrol, regarding SAR pilot standardization, safety and training.

   Dick had military service in the USAF and Army National Guard that included assignments as Police Superintendent and CID Agent.  He is a member of the US Air Force Security Police Association and the Army CID Agent's Association.  One USAF assignment included responsibility for security & safety at the world's largest nuclear storage facility.  He was selected one of 12 USAF Outstanding Security Police in 1982.
